When a missile goes missing in Iran, the CIA investigation into the incident is hampered by some further dirty dealings involving sheikly shenanigans, the exploitation of immigrant workers, and the usual bribery and corruption. Clearly the CIA needs a scapegoat and it has one, CIA operative Bob Barnes. But Barnes hasn't worked for the CIA for nothing and has a few shifty moves of his own.
