Bela Lugosi plays a demented scientist who, among other things, develops a power source which can cure the world of its ills, or destroy it, depending on his mood due to an incident in which he inhaled a rare meteor gas. "The Phantom Creeps" was Universal's 44th sound-era serial (between "The Oregon Trail" and "The Green Hornet").
