Wearing rubber masks of former presidents, an LA gang of bank robbers carry out a number of heists. Believing that the gang are surfers, the FBI infiltrates Johnny Utah into a surfing group at the beach. But a surfer named Bodhi, turns out to be unusually persuasive.
