The murder of a black man by a white man in gaol sparks public outrage when it becomes known that his killer had neo-Nazi tendencies. Why were these two men sharing a cell? Even an idiot would have expected trouble. The authorities point the finger at tight budgets and chronic overcrowding but Judge Deed believes otherwise. On the personal front, he's rather upset by Jo's increasing coldness towards him.
